When 100 KB is the right target

100 KB is a comfortable budget: photos keep near-original sharpness at typical screen sizes, so it's the usual limit for profile photos and scanned document pages. If your portal also fixes the dimensions — say a 400×400 profile photo — the main tool's Profile photo preset crops to a perfect square and compresses under 100 KB in one step.
